I find the "Otters" analysis to be a lot more reasoned than the LA Weekly one. Neither writer cares for Bush, but the LA Weekly fellow has a "Bush loves to bayonet babies for breakfast" approach that discredits most of what he has to say, whereas the Otters lady actually quotes the regs in question and at length.
